When aroused, men discharge what is know as pre-cum. This liquid is actally semen and does carry sprem but is clear instead of frothy because it isn't ejaculated under pressure. Typically this discharge ranges from a couple of drops to a thread maybe 1 to 2 inches long. Experienced observers will tell you that ejaculated semen turns to clear again after a few minutes.

Restoring men discharge a lot of the liquid because having something touching their glans all day is very arousing. Typically the devices such as the DILE, which put extra pressure on the glans, sometimes cause copious amounts of precum. Ironically these same devices though, usually provide the best restoration results.

This picture was taken just after removing a device, the precum is very evident. The bagginess around the frenulum will go away in about 10 - 15 minutes and the inner foreskin will cling to the glans again.
